Dear Mr. McKinney:

On May 22, 2001, I wrote the Public Service Commission requesting
immediate arbitration in a long-standing dispute with Empire District
Electric Company of Joplin, Missouri regarding the possible unethical
and criminal conduct of Empire District Electric Company employees
and attorneys which has hindered my ability to pay my electrical bill.

Specifically, these allegations involve: extortion/blackmail;
harassment; intimidation; retaliation; slander; witness tampering;
coercion; obstruction of justice; fraud; conspiracy to defraud
in collaboration with city, county, and church officials; assault;
possible criminal violations of the Americans with Disabilities Act,
and a host of other immoral, unethical, and illegal conduct.

As I explained in my letter of May 22, much of this conduct was
in response to my having filed litigation against Southwest Baptist
University seeking compensation for the serious, life-threatening
chronic and acute respiratory, neurological, and other injuries
which I suffered as a result of the unethical and illegal indoor
applications of organophosphate and other pesticides (and the
accompanying solvents) by an unlicensed applicator on the
campus of Southwest Baptist University in Bolivar, Missouri.

As this involves employees of Empire District Electric Company,
I thought it best to update you on this situation.

Tomorrow, October 1, the Southwest Baptist University Trustees
will meet for their Fall board meeting in Bolivar on the campus
of SBU.

Please find two enclosed letters: the first, my letter (Tuesday,
September 18, 2001) to Empire Customer Service representative,

Linda Thompson
, describes my current billing arrangements;
the second, my letter (Friday, September 28, 2001) to the Trustees
of Southwest Baptist University and the officials of the Missouri
Baptist Convention
, explains my intention to present a proposal
to resolve this situation on Monday, October 1, including the article
on "Restorative Justice."

I have arranged to send the aforementioned proposal to the
Southwest Baptist University Trustees to you sometime Monday
afternoon.
